Texas GOP To Sue State Over Open Primaries Citing Legislative Inaction

MONTGOMERY COUNTY, TX - According to a confidential source within the leadership of the Republican Party of Texas, the Texas GOP will be filing a lawsuit against the state over its failure during the 89th Legislative Session to transition to a closed primary system. The lawsuit will argue that the current open primary structure — which allows voters unaffiliated with the Republican Party to participate in its candidate selection process — violates the party’s constitutional right of freedom of association.

At the heart of the issue is a critique of the 89th Texas Legislative Session, during which Republican leaders saw that the efforts to close the primary system were systematically derailed in the Texas House as every bill introduced that would have shifted Texas to a closed primary model was either blocked in the House Calendars Committee or denied a hearing altogether. Despite bills being filed in the House to close the primary such as House Bill 934 and House Bill 951, not a single piece of legislation on the matter from the House or Senate reached the floor for debate.

“It is not simply legislative neglect, it’s blatant obstructionism by Speaker Burrows and his crew in Austin,” said Jon Bouché, Vice Chairman of the Montgomery County Republican Party and a candidate for Texas House District 16. “The grassroots of our party have made it overwhelmingly clear that they want a closed primary system. When lawmakers ignore that mandate and refuse to even allow a public discussion, it leaves the party with no choice but to turn to the courts.”

Texas remains one of the few states with a semi-open primary, where voters do not have to register with a party to vote in its primary election. GOP members argue that this system allows Democrats and unaffiliated voters to influence Republican candidate selection, diluting the will of conservative voters and contributing to an ideological drift within the party.

A lawsuit will frame this issue as a constitutional one, citing Supreme Court rulings that political parties have the right to determine how they associate and select their nominees. By failing to implement a closed primary, the Texas GOP will be arguing, the state is interfering with those rights.

GOP members and political analysts across Texas note the irony of despite having overwhelming Republican House and Senate majorities in Austin — and leadership who claim to be aligned with conservative values — they failed miserably in delivering on what has become a central demand of the party’s grassroots base for years.

This lawsuit is as much a shot across the bow of Texas Republican legislators as it is a legal action against the state. By filing this lawsuit, the party is sending a clear message: get serious about party control, or we’ll take matters into our own hands.

In May of 2024 at their convention in San Antonio, the Texas GOP changed the party rules to close the primary and was anticipating that Republican legislators, who hold an overwhelming majority in the Texas House and Senate, would pass legislation supporting their actions but that did not happen.

When the case is filed, it is likely to stir debate not only over the legality of the open primary system but also over internal rifts within the Texas GOP itself — between establishment figures and a growing faction determined to reshape the party’s electoral mechanics. Republican voters should pay very close attention to the so called “republicans” who fight to keep the primary open so that Democrats can cross over and vote against Conservatives in Texas.

Whether the courts will ultimately side with the GOP remains to be seen, but one thing is clear: the battle over who gets to choose Republican nominees in Texas is far from over.

Full Armor of God Prayer Event Marks Third Year of Faith and Civic Unity in Montgomery County

THE WOODLANDS, TX - The Montgomery County Republican Party held its third annual Full Armor of God prayer event on Thursday, June 5, 6:30pm, at Grace Woodlands Church. The event has become a cornerstone of faith-based civic engagement in Montgomery County, Texas.

Founded by community leader Jon Bouché in 2022, the event was established as a way to gather citizens, pastors, and elected officials to pray over local leaders and candidates, invoking spiritual support and guidance as they serve or seek public office.

A Wide Range of Participants From Across the County

What began as a grassroots effort rooted in the biblical call to “put on the full armor of God” (Ephesians 6:11) has grown into a deeply respected annual tradition under the banner of the Montgomery County Republican Party. Each year, the event draws a wide range of participants from across the county, including elected officials, community leaders, clergy, and concerned citizens, all united in prayer and purpose.

“The third annual Full Armor of God prayer event was a spectacular success,” said Pastor Dale Inman. “Judge Vince Santini, Judge Wayne Mack, and Pastor Jason Nelson gave amazing words of spiritual insight and encouragement.” Pastor Inman, who acted as Emcee for the evening, is also the Texas GOP State Republican Executive Committeeman for Senate District 4 and serves as Precinct 27 Chair with the Montgomery County Republican Party.

Held in a reverent yet spirited atmosphere, the Full Armor of God prayer event includes scripture readings, worship music, and specific prayers offered for wisdom, protection, and integrity for those who hold or aspire to public office. Organizers and attendees see it not just as a political gathering, but as a time of reflection, encouragement, and a call to righteous leadership.

The Need for a Spiritual Foundation in Politics

Bouché, who also serves as the Vice Chairman of the county’s Republican Party, says the event is a way to “ground our community in faith as we face the challenges of leadership and governance.” The initiative was inspired by Bouché’s recognition of the need for a spiritual foundation in politics, especially in a time of growing division and uncertainty.

As a matter of specific intercession, members of the Conroe and Tomball ISD school boards were brought forward for prayer. These positions carry the heavy burden of making decisions that not only affect our children, but also face much scrutiny from the community, with daily challenges and arrows coming from all sides. Prayer against division and for wisdom was spoken for these elected officials.

Additionally, specific prayer was focused upon the upcoming August concert at The Cynthia Woods Mitchell Pavilion, where rock band Falling in Reverse will be performing. Their song, “God is a Weapon,” touts sacrilegious lyrics. “This is not representative of our community, not in our community,” Pastor Inman stated. Prayer was spoken that this concert be rescinded by the Pavilion’s board, and all sacrilegious, anti-Christian bands be banned from performing in our community.

A Commitment to Faith, Freedom, and Public Service

Worship music was provided by Texas Twilight, comprised of former and current members of the local Republican Party. Dr. Shelley Sekula-Gibbs, The Woodlands Township Board Director (Pos. 5), provided the peace lilies, also in remembrance of Pastor Dave Welch, head of the U.S. Pastors Council, who passed away on June 1st. Greeters/Ushers were ladies from the North Shore Republican Women, including Precinct 72 Chair Ann Kate, the Republican Women’s Liaison.

The Full Armor of God prayer event has become a symbol of the Montgomery County Republican Party’s commitment to faith, freedom, and public service. As it continues to grow in attendance and impact, many see it as more than just an annual tradition—it’s a movement to bring prayer back into the public square and encourage leaders to serve with humility, strength, and conviction.

MONTGOMERY COUNTY, TX - On DAY ONE as your Texas House District 16 Representative, I will fight to put an end to the games played in the Texas House by the "Uniparty," which has betrayed Republican voters and squandered our hard-earned majority in the Texas House for the last decade.

  • SECURE OUR BORDER and all points of entry into Texas.

  • SAFEGUARD WOMEN AND CHILDREN by ensuring private spaces for them, keeping males out of female sports, and prohibiting gender ideology and grooming in all forms.

  • DEFEND INNOCENT LIFE from conception until natural death.

  • IMPROVE EDUCATIONAL OUTCOMES by promoting competition among schooling options, giving parents full control over their children’s education, and supporting educators by bringing discipline and common sense back into the classroom.

  • ELIMINATE PROPERTY TAXES to create true home ownership for Texans. Stimulate economic activity by eliminating franchise taxes and business personal property taxes. 

  • IDENTIFY AND VIGOROUSLY RESIST UNCONSTITUTIONAL FEDERAL OVERREACH that usurps the power vested in our state, and infringes upon liberty and the pursuit of happiness of the people.

  • LIMIT AND CLEARLY DEFINE EXECUTIVE "EMERGENCY POWERS" so that those powers are not abused.

  • STRENGTHEN ELECTION INTEGRITY by stopping non-citizens from voting in our elections and by increasing penalties for anyone convicted of voter fraud.

  • UPDATE, STABILIZE, AND SECURE THE TEXAS ENERGY GRID.

  • PROHIBIT HOSTILE GOVERNMENTS FROM PURCHASING TEXAS LANDS.

  • PROMOTE TEXAS EXCEPTIONALISM BY ELIMINATING DEI and instituting a merit-based system in all aspects of government at every level.

  • PROTECT THE CIVIL LIBERTIES OF ALL TEXANS by ending warrantless searches of any kind and discontinuing civil asset forfeiture.

  • TAKE CARE OF OUR VETERANS and ensure that they have the support they need.

  • INTRODUCE LEGISLATION FOR A SPEEDY RECALL PROCESS for elected officials who betray their constituents.

  • FIGHT CASINO GAMBLING to protect citizens from crime and diminished economic prosperity.

 

Unite, Lead, & Deliver on Legislative Priorities

Republicans must unite in the House if we are to lead our state and deliver on the Republican Legislative Priorities. Our constituents demand this, and they deserve representation. In Austin, I will champion accountability to ensure our priorities are achieved.

Representatives who betray the Republican Caucus and allow Democrats to run the Texas House put all of our Texas GOP Legislative Priorities in jeopardy. If elected, I will advocate for the expulsion of any Republican House member who votes with the Democrats against the Republican Caucus nominee for Speaker of the House.

I will also push for the House Republican Caucus and Republican Party of Texas to immediately issue a joint press release exposing the names of expelled members, followed by an email and texting campaign to the voters in the House Districts of the defectors, letting them know that their Representative is not acting as their voice in the Texas House.

True Representatives will stand with the Republican Caucus to strengthen our shared vision for Texas. We owe it to Texans to follow through on principles of limited government and maximum liberty for every citizen. I am resolved to do just that.

Statement Regarding Montgomery County GOP Championing Republican Priorities and Censuring Representative Will Metcalf

CONROE, TX - Last night, the Montgomery County Republican Party took a strong stand for Republican values by censuring House District 16 Representative Will Metcalf.

On November 5, 2024, Montgomery County delivered the greatest margin of victory in all of Texas for President Trump and Republicans. Will Metcalf then betrayed the trust of his constituents by joining forces with Texas House Democrats, breaking Republican Caucus bylaws to elect a Speaker of the House who immediately ceded greater power and almost $3 million to his Democrat allies. Metcalf squandered the Republican Majority in the Texas House, and now, he is being held accountable for that betrayal.

Jon Bouché has announced his candidacy for Texas House District 16 in the 2026 election to ensure that HD16 has a Representative who will represent their values.

“I applaud the Montgomery County GOP for their bold defense of Republican priorities and our community’s values,” said Bouché. “Protecting our border, ensuring educational freedom, and providing property tax relief for Texans will be among my top priorities if elected. Will Metcalf and Dustin Burrows’ Cowardice Betrays Conservatives and Empowers Democrats

Representative Dustin Burrows’ election as Speaker of the Texas House is a devastating blow to conservative Texans. His reputation as a RINO was cemented today, thanks in no small part to the treacherous actions of Representative Will Metcalf, who worked hand-in-hand with Democrats to undermine the will of Republican voters.

“Will Metcalf’s betrayal of conservative values and his constituents is unforgiveable,” said Jon Bouché. “By aligning with Democrats and enabling Dustin Burrows, he has shown his true colors as a self-serving politician who cares more about power than principle.”

Burrows’ track record reveals a disturbing pattern of yielding to liberal pressures. With Metcalf’s help, today’s outcome threatens to derail the conservative agenda Texans fought so hard to secure.
